Fuel lines in the spare tire well?

I think I found the cause for a mysterious fuel leak that happens only when i fill the tank right up, (not full enoough to fill the filler tube though so I know the leak wasnt from there)

I see a connection under the floor mat in the rear of the wagon and the hose seem to go to a strange contraption I didnt have the time to open up and figure out in the spare tire well.

Any Idea why a fuel line would go there? I thought I saw all that was functional going in and coming out of the tank, supply line, return line and a breather hose which I believe comes out near the rear passenger side axle on the 123 wagons.

The hoses are older braided and the only ones I never replced, but whats teh point of them? I think the leak is coming form the one that is on top of the tank visible lifting the floor, But I havent filled my tank again as full since so I cant be sure yet, but Its very likely.
