1996 w210 wiper arm stopped after ice up

1996 w210 wiper arm stopped after ice up.
The arm doesn't move on its own, but moves very freely by hand.
When switched on you can hear the motor running.
I'm assuming come linkage is broken.

Any ideas on this that involve just fixing the linkeage, jbweld or bubble gum?

Anyone open one of these up?

Thank you. I couldn't find any specific videos and didn't know what cars have similar setup.
