Possible bad exterior lamp monitor unit on 87 300d?

Last night my # 3 fuse blew and I lost the right side park lamps. I left the car sit today and jumped in after work. I pulled the stereo (last place i worked) thinking I left something amiss. Found no issue there but used the ash tray light to check the circuit at that point. The wire was a dead short at that point. Unplugged both front and rear park lights and still grounded. I then opened the fuse box and pulled the N7 monitor unit and the ground was gone. Checked every pin in the connectors under the N7 and found nothing grounded. Should I not read the bulb elements there to ground?

Is it possible that the bulb monitoring unit is causing this? I still have a short and fuse #3 will not hold.
