atmosphere filter plugged on purpose, Why?

Item 4.10 has a red cap defeating the vent. anybody know what's the vent for and should I remove the cap? also just for general info. the EGR has been removed and vac line plugged, the throttle flapper is wired open and vac plugged and the ALDA has been removed and vac line also plugged. I havn't checked the boost but I'm going to say it's within spec otherwise it would never go 0-60 in approx 11-12 seconds.
