vacuum question

Hi all
Right before my 602 blew a head gasket, it would not shut off, so in preparation for the new engine I went outside and hooked up a hand vacuum tester to the shut off valve, when I pumped it ,it went right down and stayed down, I then noticed this broken vacuum line it looks like it goes from the vacuum pump to behind the firewall, could this be the reason why it wouldn't shut off with the key? There's no head on the engine so it obviously wont start.
