How does this ignition tumbler come apart?

This is the ignition tumbler out of an 84SD that I want to re-key. I think the piece with the prongs sticking out on either side of the key needs to come off. I'm trying to remove the tumbler.

The other possibility is that the pin shown at 9:00 in the pic needs to come out. If so, how other than drilling?

85SD 240K & stopped counting painted, putting bac together. 84SD 180,000. sold to a neighbor and member here but I forget his handle. The 84 is much improved from when I had it. 85TD beginning to repair to DD status. Lots of stuff to do.
