1978 cowl vents

Since I had the car painted I noticed the cowl vents are showing a little chrome shine through the black. I assume I can touch these up with a small brush but what kind of paint will stay and what color of black should I use to touch them up or should I paint the entire piece (other than the part that should be chrome)?

From what I have seen, the W123 cowl vents were chrome plated (black plastic) through 1981. Starting in 82 they were just black plastic.
