Yes it is 25 Nm. There is a TSB out there warning you not to over torque this as it will not only damage the cap, but it also will stress the oil filter tower mount to the block.

Also don’t fool around with a strap wrench, just get the cap wrench, the decent cast ones are less than $20 on Amazon. Don’t get the cheap stamped ones they don’t grip as well.
This way you can also use your torque wrench when installing to get it tightened to exactly 25 Nm.
