1980 722.118 Trans won't upshift past 2nd

Ok folks, I'm at a bit of a loss on this one. I just spent the last 2 months replacing everything on the front and rear suspension of my 300TD. I also tuned up the engine and adjusted the valves. I test drove it after I got everything back together, and the trans shifted normally. I took it on the highway and got up to 60mph. I took it back to my garage to get my tires so I could have them installed. As I was leaving to the tire shop my car would not shift past 2nd. I can shift to L to get 1st, but that's it. I figured I must've knocked a vacuum line loose or something, so I tested and inspected the whole vacuum system, and everything seems to be correct. I also tested the kickdown switch and solenoid, which also seem to be working correctly. I then thought something may have been sticking in the trans, so I drained out all the old ATF and installed a new filter, and added some trans x to the new ATF. Tested and adjusted the modulator too, but it seems to be doing it's job as well. She still won't shift past 2nd, and I'm not really sure what else to do. I have heard of a sticking or broken governor, could this cause these problems? Thanks!
