2-3 flare, 1995 e300d

Hi,
I've got a flare on my 1995 e300d, 2nd to 3rd gear. Seems to be worse at mid throttle. Full throttle upshift at redline is pretty good. Also very light throttle seems fine. Should I adjust the modulator for firmer shift, or replace the k1 and k2 springs? I am going to be changing the fluid soon. All other gears seem fine. I did replace some leaky vacuum lines when I got the car not too long ago, the car might have been adjusted to compensate for the leaky lines.
