Whistling noise

hi guys

Yesterday, my 1985 300SD started with a whistling noise evertime I accelerate, at idle its o.k. Sounds like its coming from the tubo area. I checked and noticed that the hose clamp for the hose running from the air filter housing to the turbo was loose at the turbo end. I thighened it up, but I'm still hearing the noise, any ideas what this could be.

Also, my condenser is not coming on, I know its working cause I hooked it up directly to the battery and it worked. Could it be a blown fuse or relay. If so, where can I locate same.
