W201 blinker fuse burning but blinkers are working

So, I am putting together my w201 2.0 diesel and I have strange problem. Whenever I connect battery, fuse no 11 burns. Horn is worki g, warning blinkers (all four) worki g and left and right turn is working?! Is fuse no 11 for somethi g else?
