Help - fuse 11 draining battery?

Hi fellow diesel-heads,

If I leave my 1982 300D sit for a few days, the battery drains. With the car off, I get about 5vdc reading at fuse 11, both sides of the fuse. If I pull the fuse, I still get about 5 volts on the back side, and nothing on the front. A previous owner must have had some sort of problem because there is now an ATO fuse holder soldered in place. Putting the fuse in and out, I occasionally hear a clicking somewhere in the relay area, but have not pinpointed what is clicking.

The fuse box manifest says fuse 11 is for - blower moter, A/C compressor, and switch-over valve idle stabilization.

I disconnected the A/C comp, with no change.

I'd disconnect the blower if I knew where to do that. I turned off the fan at the switch (it does not run with the key off) and I turned off the hvac control with the "O" switch with no change.

Lastly - what is the "switch-over valve idle stabilization", what does it do, what controls it, what does it control, and how is it tested?

Any ideas what my car's problem could be?
