Dashboard lighting

I'm sure that the dashboard lighting issue has been posted before, but in a search I'm having difficulty finding the exact resolution to my problem(s) with my 83 300SD.

Here it is:

1) I have no instrument cluster lighting when I turn on the headlights, and of course, the hands don't turn on my dash clock. (Somebody assure me that I'm not going nuts, but I swear I hear ticking as I'm driving) Do I have to remove the entire dashboard to diagnose this?

2) I have one window (right front) that goes down about halfway and then stops dead. I can't find anything blocking it's travel. The motor appears okay.
