Wagon owners, question for you!

i just picked up a new set of crossbars for my roof rack because my original ones don't have those black rings (any idea why?)

so on the crossbars of the roof rack.. has anyone figured out if the black rings are movable? they seem fairly immobile. the fact that the black rings increase the diameter of the cross bar allows you to use a yakima rack for ski's or bikes or whatever without paying the extra amount for a gutter rail system.

i choked with the yakima rep said , even though you have cross bars, they are too thin in diameter and won't hold the yakima rack. that's why i went out and got the crossbars with the black rings.
