Help confirm diagnosis, Please

had a problem with some flaring, so i checked the vaccuum system according to the instrusction icluded in the "sticky" at the top of the page. What i found was the vacuum did not drop to zero or almost zero when i opened up the Bleed valve on top of the valve cover. I also found oil in the Vacumm dashpot and the vacuum sending unit that sits on the injection pump. I have come the the conclusion the the previous engine in the car has a some type of vacuum disaster and filled all the lines with oil, now i (the new onwer) am dealing with it. when i first got the car the transmission shifted nice and hard, like the vacuum bled of well, slowly it has been having softer shifts. now when i disconnect the vacuum line to the transmission, it shifts a little hard and early but it is better than the flaring. what do you think? All new vacuum components and lines that deal with the transmission or just a few new parts.
