Won't shift from 1st gear sometimes

Interesting problem.

Sometimes in traffic my 87 300tdt will not shift from 1st gear. I have to pull over and shut off engine, then restart and it seems to work fine.

I'm checking for vacuum leaks but can't find any. What else can I check.

Could this be a bowden cable issue?
