Front license plate frame

I hate asking this question; how do you mount the licence plate frame on a 2008 ML350? It looks like it should be in the center of the bumper, but there's no obvious spot to bolt it on. Do I just drill a couple of holes and use sheet-metal screws?

It looks like I will have to drill through the exterior plastic, then the black Styrofoam, then the aluminum frame behind it. Then use a long sheet-metal screw into the aluminum. Yes??
