Question 722.6 shifter control module does it need to be programmed

I have a 2002 Mercedes ML500 SUV. I have spoke to a Mercedes dealer and also a local transmission specialist about the issues. It won't shift out of 1st gear and when I stop it won't let me shift into park. I was told that it's a Transmission shifter module and it would need to be programmed by the dealership. Does anyone know if this is correct or could the module be plug and play
