Recall # 1999030001

The printout on my VIN shows this recall as being completed and closed and the description is M-Class ETC Harness. It's Campaign #1999030001 start dt 04/20/1999.

Is this the same thing as the wiring harness and fuse 44 change I'm reading about? I couldn't find this recall number on the Alldata site.
