Bill will work on getting better medical care in third world countries, improving their food supply and cutting back on the cutting down of rain forests.....

that kind of thing.

And he would be a roving ambassador who could be sent anywhere in the world to help unravel knots in our diplomatic blanket. (Except Texas, maybe.)

I think he'd model himself more after James T. Kirk when it came to foreign relations. I can't think of a better guy to send if some naughty country requires a discreet dressing down.
