I don't think it would be a Saluki, at least a pure-bred. Some kind of cross. It could just be a long legged dog that is specific to that area that they have been breeding for a long time which gives them enough animals to keep a breeding stock so they breed true to type (which makes it a breed. You just need a name) When you say "hip high" do you mean the head or their shoulder came to your hip? Salukis usually are between 23-27" at their shoulder. Although I had one that was close to 29". There is the chance that they could be coated Peruvian Inca Orchid, a sighthound from Peru. They can get up to 23" at the shoulder. The hairless PIO is what most people are familar with but these dogs can't go outside for very long because they sunburn.
