Sort of a short explanation of this; probably one that is not totally accurate.....

This is a combining of agencies that already exist. It will allow military people to work overseas with CIA people.

I think the reason is to cut red tape. On paper it likely shows it will cut costs as well, but since the budget of these agencies is unknown who will really know for sure?

It's really a way to get more money for DoD, nothing else will change, it's an agency on paper.

Why do think I "hate America"?
I fail to see such a response being generated by asking that question. Then or now. Connect the dots between being for or against the Church Amendment and hating or not hating Americ for me plse. I'm missing your point I guess. I'm a fairly intelligent guy, but I'm no lawyer.
