In your imagination a sovereign country should refuse its own citizens to enter their own country because they have fever or are simply dog tired from the flight. (not quarantine - actually kick them out the border and tell them to disappear)

BUT

if a person is detected to be sick with a deadly disease and already inside the country, the same sovereign country should not disallow the sick person from going out to spread it to other citizens.
