My 1970 280S automatic wont shift to it's highest gear...as a result it can only reach a maximum speed of about 115 kilometres per hour...does this sound like the tranny needs a complete rebuild?

My 280S is hard to start after sitting overnight or longer...the gas pedal needs to be pumped a few times to get it going...the longer it sits, the more pumping is needed...any ideas what needs...
