If I remove the relay and the fuse stops blowing...

If I remove the relay and the fuse stops blowing does this mean a new relay is needed. Also is in ok to drive with the relay taken out.

On my 87 420sel the #5 fuse conrols the waterpump, water valves, eletric transmission and climate control. I've been told the climate control is normally the cause of the fuse blowing.
