yes, the mechanic disconnected all of the vacum houses by the brake master cylinder when he was replacing it, and forgot to connect them.

that was it, caliper lock up, fixed it, thanks a lot

yes, took it to tha shop, and placed in on jack, the wheels were locked up. I imagine the high gas millage is also a reason for this, right?
