This morning: 42F.
pump the primer pump a few times (as per Kerry).
High idle knob on.
Cycle the glow plugs only once.
Car started and ran first crank, no hesitation what so ever....

It very well might not be a vacuum problem but right now this is the only thing I can check relatively easily.
