I always find ways to make myself feel a little dumb, but at least it usually works out in the end. I forgot the lowermost oring on the pre filter.

Well I seem to have fixed it. The fuel line that attaches to the top of the prefilter had an o ring that I didn't replace and I guess it was letting air in. I found an o ring I had laying around that...

I pulled the cable out of the little clip in the footwell and that gave me a little, but underneath someone had zip tied the cable to a ground strap which restricted its movement and gave less slack.

I did disengage the cable from the trans to reinstall the gauges as I couldn't get it to thread onto the speedo without some extra slack, but in hindsight I should have realized the problem earlier....
