The reason for an emissions inspection isn't just to get a sticker. It's to make sure that the CO% is correct and the HC% is reasonable. Either or both being out of wack indicates carb or ignition...

Want to find the rust? Put the car on the lift and look carefully at the rocker panels (the metal that runs under the doors). Before heading to the shop, look at the pictures...
