If everything external, including the electric fuel pump and fuel filter are OK,
My best guess would be that the fuel rack inside the fuel injection unit is sticking and not delivering more fuel in...

Are the links from the throttle shaft connected...

Are the links from the throttle shaft connected at both the intake manifold and the injection pump and adjusted properly? Timing and point gap set to specs? No Vacuum leaks?
