What is the best MPG to expect out of a w123 300 turbo Wagon?

15" wheels should help the MPG on my 300TD

I mounted 15" steel rims with 205/75 tites. The RPM dropped by 10% so I hope I get some better than 20MPG. The ride is super nice on the highway and the tires are stiff enough for stability.

My 300TD wagon only gets 20MPG . Is anything wrong or is that all I can expect. What could be wrong?
How about MPG on the 240D and 300D. How much better will it get having a manual transmission?...
