At idle, Im getting 20 from the pump and 10 on...

At idle, Im getting 20 from the pump and 10 on the line that goes to the trans modulator. From what I can gather, that is normal...
Thoughts?

what I mean is that I disconnected the vacuum...

what I mean is that I disconnected the vacuum hose that goes down to the modulator on the side of the transmission...

I checked the cable and it doesn't seem bound up,...

I checked the cable and it doesn't seem bound up, it moves easily within the sheath.

tried the kickdown (didnt know I had one) no...

My '83 300d is shifting into 3rd at very high rpms and very hard at that, and then it wont shift into 4th at all. I removed the vac line to the tranny and that made no difference. Can anyone...
