tried it today

without the block heater.

11 deg F/ -11.6 deg C
glowed for 45 seconds after the glow plug light went out
engine started first crack but was not a happy camper for a few minutes until things...

part of your question- no the block heater will...

part of your question- no the block heater will not make your car run any warmer or colder once it reaches operating temperature. it certainly will ease cold starting and the car should warm up...
