Just to follow up with this. Did more invasive surgery and found the other part of the check value was still in the little tube. After I pulled it out, everything is back to normal.

It looks like the check valve has never been off the pump but I know I had the main vac line off because I replaced it a few years ago. I don't remember ever looking down into the valve...
