87 300e ac blower/radiator fan not working

When i turn on the ac the compressor will come one, but the blower wont come on, i also noticed if it idles for awhile, the radiator fan does not come on. I checked the fuses and I replaced relays.

I have a mercedes manual but it doesnt cover it.

Did you check the big strip fuse for the blower? It's in a separate case near the fuse box.

Which one is it? I changed the silver relays behind the fuse box

It's outside the fuse box in its own little case.

is It labeled? is it about the fuse box where all the relays are located?
