AC Condensor Fans

I took my AC to get recharged today, because AC is the only thing I don't do on my car (hate working on AC for some reason). I didn't realize r12 was so dang expensive nowadays. Anyway,

He charged the system up to full capacity, and checked for leaks but could not find any. But he told me there was a problem. He said the condensor fans (are these the fans in front of the radiator) were not coming on when the pressure got high. He said that they would come on when triggered by temperature, but would not be switched on by a pressure signal. He then told me not to run the AC in traffic as the pressures would shoot up and could damage the system.

Anyone know whats going on? Is he just feeding it to me or is there really a problem?
