86 190E Cold Start Valve

My 190E will crank but not turn over.I have replaced the sparkplugs,sparkplug wires, distributor,fuelpump.The battery is charged but engine will not turnover.

Any ideas ? Read about the Cold Start Valve,how do you check or test it if it's ok ?
