Fan is electronicly controlled by blower regulator, common failure.

Testing is done with volt meter at blower motor.

Failure can happen if the "dust" filter isn't changed every 25K

The regulator is common, and seized bearings on the blower motor is also common. Take the cover off and try to spin the motor, the motor speed is controlled by the regulator and is in the ground side of the motor. I dont know why they dont fuse it. I think there is DYI on this on this site.
