The HC looks a little high...possibly a misfire. It appears that the catalytic converter has retired. Replace that and you'll pass.

Read this thread and also read the thread that I linked to.

http://www.peachparts.com/shopforum/tech-help/117048-successful-ca-asm-emission-test-ke-fuel-system.html#post833484

Print them out and read them how ever many times it takes you to absorb the information and understand what I am saying.

Did you properly condition the car as I discussed an observe the test at a drive through test station?

Check your duty cycle. Get back to us with results.

Pay particular attention to what can be achieved by shorting the R16/1 resistor and plugging the vacuum advance signal line.

I would not write off the catayst until you check the duty cycle and O2 sensor wave form. The O2 content indicates the catalyst may not have been not performing well, but maybe it was just too cold, or maybe the O2 sensor is dead or maybe someone has FUBARED the basic mechanical mixture adjustment, which is essentially what the duty cycle is measuring.
