ACC: When You're Hot, You're HOT '86 420

Checking my ACC this afternoon: suction pressure about 20 PSI @ 1000 RPM, engine fan and auxiliary fan engaged, ACC on MIN/AUTO (i.e. max output).
Converted to R-134A by a previous dumkopf, who used the low-side fitting on the high-side, so I can't read the high side. Unit tries to cool, but is way down on capacity. There is a continuous stream of bubbles in the R-D sight glass.
Am I low on gas, or ? The compressor has been replaced in the past with a rebuilt Nippondenso; seal is seeping lube, so I think it could be low. Compressor still comes/stays on, though.

I plan to convert back to R-12, and replace the compressor with a new one, sometime in the future. Meanwhile, it's hot.

With thermometer in center vents, driving 50 MPH: it will put out 70 degree F air on High blower, in recirculate mode; 60 degree F air on low blower (recirculate mode).
Sounds like low refrigerant charge, no? 60 degrees F at the outlets would be great.
