190Dc engine should be a OM621.III /121.924.
If so, gaps are....4 and 16 thou' cold.

You need to increase intake gap to 6 thou' if you run in very cold area.

would it matter if you take the measurement between the cam base and rocker, or the valve stem cap nut and the rocker?

Yes, it matters and I'd have to dig into the archives for that model. Hopefully someone who works on these will chime in. If not I'll look up the specs for you. I haven't set valves on a 190 in over 20 years.

Gauge goes BETWEEN rocker arm and cap nut.

See I knew you'd get an answer. Saves me blowin the dust off my old MB training manual. Believe it or not I used to commute in a 56 180D. Good fuel mileage, but it took a few miles to get it up to 55MPH. Sometimes I had to take a lunch break at freeway onramps when traffic was heavy.
