94 350 Turbo Diesel Electrical Issues

My electrical issues are becoming a source of frustation for me. My problem is when I turn the inginiton, the dash panel comes on the enviromental system/radio is operational, but other functions like the windows, seat positions as well as the sunroof will not operate. In addition the vehicle will not turn over by the ignition. Only bypassing the ignition at the soleniod will the vehicle turn over. Could this be a realy or ignition swith problem? Any information in correcting my problem is greatly appreciated.
