Exclamation Please Help: 190 2.6 Overheating &...

I have a 92 190e 2.6. It has the same problem so many others are talking about. It is overheating at low speed and idle. I have taken the thermostat out to no avail. I believe the fan turns too slow. Perhaps the air at higher rmps is all that keeps it cool? I dont want to start blindly replacing parts, so any advice would help. Also, I want to put radiator flush in. There is only the cap at the overflow container so Im not sure how to perform this.
