Child seat tether & child safety lock

Anyone familiar with the install for a child seat tether on a 88' 300TE? The owners manual states the option to install the bracket is there just don't know where.

Also, am I correct to asume that this model does not have the child safety lock feature (disables inside door handles). Moving my son into a booster seat and would prefer he not open the doors while underway. Don't see any switch on the door ends. There is what looks like an access hole but nothing else.
