W140 control module replacement

I notice that when I refit the various control modules in the rack by the right hood hinge, the electrical connectors aren't held well enough to accept the modules. The left end of the connector is fairly rigid but the right end dips about a half inch as the module hits the connector. I see the special tool for control modules but I don't see how it helps. I bent some stiff wire into a hook to hold the connector level as I press the module into place.

The right end of the connector snaps into place making it level but the slightest force snaps it out of place.

Even the blank panels drop the same way.

Is there some step to refitting control modules that I'm missing?
