Rubber plugs on frame below doors

Hello-

New owner of a W116 (300SD) with a question.

I was working on my car yesterday and I noticed a series of what look like plugs running along the underside of the car, between the front and rear jackpoints. What's their function and are they supposed to be opened/drained from time to time? Mine are crumbling so I'll probably need to replace.

There's also another plug on the inside of the front right fender, at the back of the fender that's missing (but in place on the left side). I notice I'm getting some wetness in the cabin, I assume that's the culprit?
