missing w210 steering column lever

for some reason or another, I dont have this lever on my car. didnt even realize it should've been there till i saw this pic.
what is it used for ? and is it present in all cars ?

it's the right lever that I have circled in white.

That Lever is for the Optional Voice Control system aka hands free

The Kit has the Lever/Control unit and two fiber optic cables to loop the system

I Installed the kit on my W210 Its great!
