'90 300CE idles high to 3k at start

or it can idle fine after restarting, then 3k another start...

If I put it in gear while idling high the revs go down but I can't believe that's good for the trans...

Is this a symptom of a faulty Idle Control Valve? Are all W124 ICV's the same?
