Passenger side footwheel panel removal '87 300SDL

This has me stumped

! I unscrewed the 3 metal and one plastic screws securing the panel but the cover would not come off. Is there some specific technique for pulling out the panel?

I am trying to reach the blower fan motor to replace it.
